I'm Rebecca Crawford, and I started Crescent & Bloom Studio because I've seen what happens when organizations get culture right—and when they don't.
For two decades, I led large-scale transformations across some of the federal government's most complex agencies. I led geographically dispersed teams of 1,000+ people, oversaw budgets in the billions, and trained more than 19,000 professionals. I've worked in environments where bureaucracy runs deep, where systems are broken, and where people are exhausted from working around problems instead of solving them.
Here's what I learned: The size of the consulting firm doesn't determine the quality of the work. The depth of experience does.
Why Founder-led?
Crescent & Bloom Studio is founder-led by design. When you work with me, you're not getting handed off to a junior associate or a team that's learning on your dime. You're working directly with someone who has:
Founded and led the Enterprise Contract Oversight Center at the IRS
Served as a Congressional Fellow (1% acceptance rate)
Managed organizational transformations at the U.S. Department of Transportation and U.S. Department of Veterans Affairs
Led culture change at scale in environments where "we've always done it this way" was the unofficial motto
Built and developed leadership teams across federal, state, and local government
I bring that experience to every engagement—whether you're a 15-person nonprofit or a 500-person agency.
My Background
I'm a United States Marine. That's where I learned to solve complex problems under pressure and lead with operational discipline. The Corps teaches you mission clarity, process discipline, and the reality that your people are everything. You can have the best strategy in the world, but if your operations don't work, you're not going anywhere.
After my service, I worked in public accounting and provided public services in a large urban library system before spending 16 years leading transformations in federal government. That range matters. I understand how different organizations operate, what constraints they face, and what actually works in each environment.
Today, I'm a disabled veteran, a certified Scrum Master, and hold a Master's in Management from Catholic University and a BBA from Temple University—combining formal training with decades of cross-sector experience proving that you can transform broken operations even in the most resistant environments, if you're willing to do the real work.
How I Work
I work directly with clients on every engagement. That's the model. You get my attention, my expertise, and my commitment to your success.
This isn't a limitation—it's a feature.
Why I started Crescent & Bloom
I kept watching organizations invest in assessments that didn't lead to change. Beautiful slide decks that sat on shelves. Consultants who diagnosed problems but didn't help fix them. I knew there had to be a better way—one that focused on actionable solutions, not just documentation.
I wanted to do something different: work that diagnoses what's actually broken, redesigns it to work, and gives you the roadmap to implement it. Work that's co-created with the people who have to live with the outcomes. Work that builds capabilities that last beyond my involvement.
Transformation isn't a workshop. It's not a retreat. It's fixing what's broken so your people can stop firefighting and start executing.
That's where I focus.
Let's Talk
If you want someone who's actually done this work at scale, who knows what it takes to diagnose and fix what's broken in complex organizations, and who will work directly with you to solve the challenges you're facing—let's talk.
